And some more thoughts for you, t:
I related the wide sands to "shifting sands", just as the earth shifts when it shakes in an earthquake, reforming in a new way.
In dreams and in life, the earth (or the substance we stand on, the ground) can symbolise our conscious mind: what we are firm about, what seems solid and 'known' to us. We say we feel grounded when we feel in touch with what is known and solid, and we say we feel ungrounded or flighty when our perceptions are changing and the old ground no longer seems supporting or firm.
The ground lies beneath our feet; it stands under us; we 'understand'. The ground can be our conscious understanding of the world and our place in it. This understanding supports who we feel we are and how we function in the world.
As change occurs for us the old familiar ground shifts and changes. It reforms into something new, reflecting the new perceptions and understandings within.
Your ground shifted lower, went deeper. It fell. Fell into place? Fell into a deeper level? Fell into a more centred place? Fell into more solidity? Fell from a less stable height?
When the ground fell, the second storey (father) disappeared from the dream and the sister came down from the second storey to join you. What changes, for you recently, might involve the disappearance of the influence of your father on you? Or the disappearance of some of your father's attitudes within you? Or the grounding of them through the actions of the part of yourself that is more like your sister? Or the grounding of these due to releasing or realising fear (your sister was frightened in the dream)?
The second storey of the house could be a dream pun on the second story of your life. Is there a second story - a parallel expectation perhaps - running through your life? Have you just recently begun to see this and to let it go? Is this second story (of how your life was or should be or could be) related to your father?
The dream figures shift from known people (father and sister) to unknown people (?husband? God). This seems to me to be a shift from the familiar and local (family) to the grander scheme of the universe. Are you shifting from a life defined by the story of your family to a life defined by the story of a greater power - the power within yourself?
Your perception changes, the sands shift, to one which reveals a foreign land which seems to be Russia, India and Africa. Think of three words you would use to describe each of these countries - as if they had a personality or approach to life. You may find yourself defining something 'new but as yet seemingly foreign' within yourself - your new and forming perception of your shifted world.
How does this sound and where, adding to your answers to JuliA's questions and suggestions, does this now take you?
