I tend to think being naked in public is about showing private aspects of ourselves, letting the world see parts of us we normally keep hidden and 'under wraps.'
The usual scenario is to feel embarassment because we don't want people to know these things about us or see us in this way.
But in your dream it's the observers who are embarassed, not you. You are not afraid to show yourself in your true light or expose something deeply personal about yurself. The others, however, don't appear to approve of this and so you 'put yourself under wraps' again to make them feel better, or to go along with what society says is acceptable behaviour.
This is, however, just my feeling about it. The big question is whether this resonates with anything that's happening in your life right now.
