It's always amazing that dream events that seem quite gruesome in the telling feel acceptable during the dream.
One of the major things to take into account when intepreting a dream is the feeling or emotion that you have in the dream (not when you look back on the dream after waking).
In your case the feeling was "unemotional" - perhaps uninvolved?
The penis can represent sex (especially as you related to loss/ cutting off of sex when you thought about the dream) but it can also represent fertility in its other realms: potency to create in the world, for example.
Your dream shows you cutting off something while feeling unemotional about it. Have you recently cut off another expression of your potency in the world?
The dream has alerted you to reconsider your values around sex (and intimacy?). In addition to this, what else might you have cut yourself off from/ need to re-evaluate?
Sometimes it is time to cut away from something in life (an event, a feeling, a person, an attitude) and such cutting away sometimes requires a level of focussed detachment - a letting go. Could it be that it is time for you to let go of an attachment?
Or could it be that you have become emotionally detached (in the same way as you were emotionally detached in the dream while you detached half your penis) - or detached from personal pain - or from potency/ creativity?
In your dream the cutting off had been intentional. This may be a starting point clue: what recent intentional decisions have you made (or are you considering making) in your life?
